  • Nov 7, 2016 – Regular Council Meeting
    At the November 7, 2016 Regular Meeting, Council authorized the submission of an application to the Provincial Agricultural Land Commission to have the agriculturally-zoned properties at 6100 and 6113 3 Avenue, included in the Agricultural Land Reserve (ALR). These properties were recently transferred to the Corporation of Delta and Delta is seeking to add them to the ALR to provide an additional level of protection and ensure the long term use of these lands for agricultural purposes.  View the staff report.
  • July 11, 2016 – Regular Council Meeting 
    At the July 11, 2016 Regular Meeting, Council considered a staff report regarding the Southlands application and:
    • Finally considered and adopted Bylaws No. 7167, 7168, 7169, 7170 and 7271;
    • Issued Development Permit LU006390;
    • Issued Development Variance Permit LU006390; and
    • Passed a resolution to authorize staff, following registration of Subdivision Plan EPP60131 at the Land Title Office and the transfer of amenity lands to Delta, to make an application to include Lots D and E in the Agricultural Land Reserve. View the staff report.

  • July 14, 2014 - Third Reading Extension Granted to Southlands Properties
    At the July 14, 2014 Regular Meeting, Council approved staff recommendations to not refer Bylaw No. 7167, 7168, 7169, 7170 and 7271 to a new Public Hearing, and to extend third reading of the bylaws to December 31, 2015 for portions of the Southlands properties. Council also approved a recommendation that staff report back with Terms of Reference for a new Committee to provide advice and guidance relating to use of portions of the agricultural lands that are proposed to be transferred to Delta by Century Industries Ltd.   • June 27, 2014 – Metro Vancouver Board of Directors Meeting
    Metro Vancouver Board of Directors gave final reading to a bylaw that would amend the Regional Growth Strategy for portions of the Southlands properties in Delta. The Board of Directors also accepted the requested amendment to Delta's Regional Context Statement that involved changing the Regional Context Statement map in Delta's Official Community Plan to reflect the changes to the Regional Growth Strategy. 
  • May 23, 2014 – Metro Vancouver Board of Directors Meeting
    Metro Vancouver Board of Directors gave third reading to a bylaw that would amend the Regional Growth Strategy for portions of the Southlands properties in Delta. The amendment bylaw passed with 93 votes in favour, exceeding the affirmative 2/3 vote required. View the news release issued by the Corporation of Delta.

    Century group is now required to complete several conditions and requirements identified by Delta Council as part of a phased development agreement for this development application.

    At the Mayor’s request, a report to Council from Delta’s Chief Administrative Officer, George V. Harvie, is forthcoming. The report will provide a framework for Delta to meet with the Agricultural Land Commission to identify the appropriate lands that would be transferred to Delta for inclusion in the Agricultural Land Reserve. The Council report will also outline the process to commence work with local farmers on the development of a detailed plan to undertake agricultural enhancements as outlined in the proposal. This process will enable preparations to get underway immediately to ready the land for farming after Delta Council’s consideration of fourth reading and final adoption.

  • January 13, 2014 Regular Meeting
    At the January 13, 2013 Regular Meeting, Council considered a staff report regarding the Southlands application, endorsed a letter to Metro Vancouver pertaining to the Southlands development, and directed that the letter along with the supporting materials be forwarded to Metro Vancouver to initiate Delta's request for amendments to the Regional Growth Strategy. The letter will be signed by Mayor Lois E. Jackson and immediately forwarded to Metro Vancouver as well as each Metro Vancouver Director. Staff will provide updates to Council and on Delta's website as the Southlands application moves through the Metro Vancouver process.
  • November 8, 2013 - Special Meeting of Council 
    The Public Hearing for the Southlands application resumed on Friday, November 8, 2013 at 9:00 a.m. Council received a memorandum from staff that provided an overview of the Public Hearing. Council also received additional written submissions that were submitted before 12:00 noon on November 7, 2013. Following a question and answer session with staff, the Public Hearing was terminated.     

    Council gave Third Reading to Official Community Plan Amendment (Regional Context Statement Amendment) Bylaw No. 7167, Official Community Plan Amendment Bylaw No. 7168, Zoning Amendment Bylaw No. 7169, Development Application Procedures Amendment Bylaw No. 7170 and Phased Development Agreement Bylaw No. 7271. Council also passed a resolution that the Metro Vancouver Board be requested to amend "Greater Vancouver Regional Growth Strategy Bylaw Number 1136, 2010" by:

    1. Changing the regional land use designation of approximately 27 percent of the site, as shown in Attachment F, from Agricultural to General Urban, and adding these lands to the Urban Containment Boundary;
    2. Changing the regional land use designation of approximately 19 percent of the site, as shown in Attachment F, from Agricultural to Conservation and Recreation; and - See more at:
    3. Amending the Regional Growth Strategy Maps as necessary to reflect the required amendments listed above.

    Council passed an additional resolution that, subject to approval of the Regional Growth Strategy amendments, the Metro Vancouver Board be requested to approve the amendments to Delta's Regional Context Statement, as reflected in the Official Community Plan Amendment (Regional Context Statement Amendment) Bylaw No. 7167. 

    The Southlands application has now been referred to Metro Vancouver to consider the amendments noted above. Phased Development Agreement Bylaw No. 7271 has also been referred to the Inspector of Municipalities for approval. 

Please note that Council may not receive further submission from the public or interested persons concerning the project after the Public Hearing has concluded.

  • October 7, 2013 - Regular Council Meeting
    At the October 7, 2013 Regular Meeting, Council considered a staff report regarding the Southlands application and:        
     
    • Gave first and second readings to Phased Development Agreement Bylaw No. 7271 and made minor amendments to Zoning Amendment Bylaw No. 7169. Both bylaws were referred to the upcoming Public Hearing along with the other bylaws and permits pertaining to this project; and
    • Council also added October 30 to the Public Hearing and set the Public Hearing start time for 3:00 pm for October 28, 29 and 30; and
    • The staff report considered by Council also included additional information on several items pertaining to the application.
  • July 29, 2013 - Regular Council Meeting        
    At the July 29, 2013 Regular Meeting, Council considered a staff report on the Southlands application and:
    • Gave first and second readings to Official Community Plan amendment bylaws, a Zoning amendment bylaw and a Development Application Procedures amendment bylaw; and
    • Referred this application to a Public Hearing.

Overview

This application involves a request to amend the Official Community Plan for the Southlands properties to permit a comprehensive development that would include agricultural uses, natural habitat, public open space and greenways on 80 per cent of the land and residential, commercial and institutional uses on 20 per cent of the land.

Rezoning Application

The applicant revised the rezoning application on September 21, 2012 by adding the remaining phases of the development to the application. The rezoning application involves a proposal to create a total of 950 residential units in various forms and densities, including cottage style homes, cluster houses, fee simple row-houses, townhomes, country flats, live work units and condominiums. Approximately 7,432 m2 (80,000 ft2) of ground oriented commercial space is also proposed, which would be concentrated primarily along High Street and the Market Square.
