Winskill Park Master Plan

Winskill Park is located at 5585 9 Avenue in Tsawwassen.  It is a multi-use park enjoyed by various user groups and those seeking passive recreation areas. 

The Winskill Park Master Plan is a process to review the existing Parks, Recreation & Culture services offered through Winskill Park, including the Winskill Aquatic & Fitness Centre, and to gain an understanding of how Winskill Park would best continue to serve the community in the future.

Once completed, the Winskill Park Master Plan will be a guiding document for the future of the site, including priority setting for future projects. This document should include a conceptual design of the site and a sequential implementation plan.

Background

At its October 5, 2015 Regular Meeting, Council approved the development of a Winskill Park Master Plan (Master Plan), including stakeholder meetings to seek input in the development of the Master Plan.

At its November 19, 2015 Regular Meeting of the Parks, Recreation & Culture Commission (Commission), a Master Plan Working Group (Working Group) was established, including three members of the Commission.  The Working Group is an integral part of the development of the Master Plan, and directly involved in the community consultation process.

Community Input and Feedback

To manage the input during the Master Plan process, the Working Group has identified three categories for community input and feedback:

Public - Residents of Delta who are interested in the services of the Parks, Recreation & Culture Department. The public will be engaged through an Open House format which will enable citizens to gain an understanding of the process and provide their insights and desire with respect to the current and future use of Winskill Park.

Stakeholders - Formal community organizations with existing, direct involvement in the current activities at Winskill Park and Winskill Aquatic & Fitness Centre

Community Organizations - Existing not-for-profit community organizations based and operating in South Delta with a mandate aligned with parks, recreation, culture or community service..

The format of the Stakeholder and Community Organization meetings will involve opportunities for organizational spokespersons to identify their activities and services as they relate to the community, and further how they could relate to Winskill Park in the future.

Consultation Phases

The Master Plan process will be conducted in four phases:

  1. Community Input Phase - will involve gathering information from the community about their preferences for programs and services
  2. Prioritization – the input will then undergo a prioritization exercise led by members of the Commission that are part of the Working Group
  3. Program Development - once site priorities are identified, a program (activities and services that would be incorporated in to the site) will be provided to the community for further input
  4. Design - finally, the community will be engaged to provide feedback on a conceptual design and a sequenced implementation plan

The consultation phases will involve a written submission by interested Stakeholders, Community Organizations and members of the public.   

Meeting Schedule

The community’s direct involvement in the Master Plan process will begin in late January 2016 and extend through mid-June 2016.
