Airport Fuel Delivery Project

Updates

On February 24, 2016, Port of Vancouver issued a project permit to Vancouver Airport Fuel Facilities Corporation to build elements of their proposed Vancouver Airport Fuel Delivery Project on Port of Vancouver land, at the end of Williams Road, on Lulu Island in Richmond, BC.

Construction of the aviation fuel receiving facility will be conducted in three phases. It is anticipated to begin in March 2016 and be completed within approximately 18 to 24 months. Overview

The Vancouver Airport Fuel Facilities Corporation is building a new aviation fuel delivery system for Vancouver International Airport (YVR). The system includes a marine terminal and fuel receiving facility at an existing industrial site located at 15611 Williams Road in Richmond on the south arm of the Fraser River, and an underground fuel pipeline connecting the marine terminal, receiving facility and Vancouver International Airport (YVR).

On December 11, 2013, Minister Mary Polak and Minister Rich Coleman issued a conditional Environmental Assessment Certificate for the Vancouver Airport Fuel Delivery project.

On December 16, 2013, Port of Vancouver issued its decision providing federal approval under the Canadian Environmental Assessment Act

The Corporation of Delta's Involvement

Delta staff participated in the BC Environmental Assessment Office Working Group for the project along with other municipal representatives, provincial and federal agencies, and First Nations.

At the November 5, 2012 Regular Meeting of Delta Council the following resolutions were adopted:

THAT a letter be prepared for the Mayor's signature to the Federal and Provincial Ministers of Environment and the BC Environmental Assessment Office advising of Delta's concerns and opposition to the proposed tanker facility on the Fraser River, until such time as a full understanding is provided on potential pipeline options; and

THAT BC Environmental Assessment Office staff be invited to attend as a delegation at a future meeting of Council to discuss the environmental assessment process, and that VAPOR members be invited to attend the meeting.
