Today, the Metro Vancouver Board of Directors gave third reading to a bylaw that would amend the Regional Growth Strategy for portions of the Southlands properties in Delta. The amendment bylaw passed with 93 votes in favour, exceeding the affirmative 2/3 vote required.

Delta Council unanimously endorsed staff's recommendation that Delta not support the Fraser Surrey Docks Direct Transfer Coal Facility until an independent interagency review committee is established to address concerns regarding health and environmental impacts from coal transportation and handling.
There is no anticipated financial gain for Delta in the first year of the Multi-Material BC program and The Corporation of Delta is taking more time to analyze the risks and benefits to Delta residents.
At the November 8, 2013 Special Meeting, Council gave third reading to the associated bylaws and adopted the required resolutions to enable the Southlands application to be forwarded to the Metro Vancouver Board. View the staff report.
“A new crossing is long overdue and eagerly anticipated by Delta residents and businesses,” said Mayor Lois E. Jackson. “This will resolve one of the worst transportation bottlenecks in the region and we will continue work closely with the Ministry to ensure its full potential is realized.”

The Corporation of Delta and Metro Vancouver allege that damage to Burns Bog was caused by soil deposit activities that were carried out on the adjacent Princess Farms property. These activities allegedly occurred by or under the supervision of Matcon Landfill Management Inc., and/or Matcon Civil Constructors Inc. It is also alleged that the soil deposit was contrary to the terms of an approval issued by the Agricultural Land Commission which required that the fill be carried out in accordance with a consultant’s report, which designated an area near the Bog where fill would not be placed due to a risk of resulting damage to the Bog.
Delta Fire & Emergency Services
Council received a presentation from Denis Horgan, Vice President and General Manager, Westshore Terminals regarding coal dust suppression and Westshore Terminals’ capital program.
On July 24, 2013, Mayor Lois E. Jackson and Councillor Ian L. Paton, accompanied by Delta’s Manager of Bylaw Enforcement, Mr. Hugh Davies, attended a community-organized meeting to discuss the impact of blueberry cannons on local residents. Approximately 150 people attended the meeting to share information and exchange ideas.
Mayor Lois E. Jackson made a special presentation to Antony Tsui, winner of the 2013 Heritage Commission Scholarship. Mr. Tsui won the scholarship worth $750 for his website entitled The Deltan Century –DSS Celebrating 100 Years. The website documents the 2012-2013 school year, the 100th anniversary of Delta Secondary School. Mayor Jackson also acknowledged Sarah Strukoff for receiving an honourable mention for her essay, The Westham Island Bridge.
On July 5, 2013, Mayor Lois E. Jackson was pleased to attend and speak at an event celebrating 80% completion of the South Fraser Perimeter Road. In addition, dignitaries from the Federal and Provincial Governments and the Delta Farmers Institute spoke, conveying the many benefits of the South Fraser Perimeter Road. Following the celebration, Scott Hamilton, MLA for Delta North invited the Honourable Todd Stone, Minister of Transportation and Infrastructure to Delta Municipal Hall for a discussion with Mayor Lois E. Jackson on important issues of interest to Delta.
On July 4, 2013 Mayor Lois E. Jackson and Fire Chief Dan Copeland unveiled Delta’s newest fire apparatus – Ladder 6, a 105 foot aerial truck and Wildland 2, a combination mini-pumper/wildland vehicle.
Mayor Lois E. Jackson, Delta Council and the Heritage Advisory Commission are pleased to announce Antony Tsui of Delta Secondary School as the recipient of the 2013Heritage Commission Scholarship. His submission, the website The Deltan Century –Delta Secondary School Celebrating 100 Years, tells the history of the school, including highlights from past events, and showcases the school’s centennial celebrations.
Council received a delegation from Rob van Spronssen, President and Barbara Wallick, Foundation Chair, of Reach Child and Youth Development Society providing a status update and information about the funding campaign for a new child development centre at Kin House. Reach has raised the first $1 million of the estimated $4 million required for the new facility.

Council received a presentation from Liz Gibson, Senior Citizens Coordinator and Lil Jones, President, Kennedy Seniors Board regarding programs and services offered at the Kennedy Seniors’ Recreation Centre. For an annual fee of $15, the Kennedy Seniors’ Recreation Centre offers a multitude of programs, events, and activities for people over the age of 50.
Delta has been named a Leader in Sustainability for the second year in a row by Call2Recycle, the product stewardship program responsible for household battery and cell phone recycling in BC.
On Saturday May 25, the Harris Barn Grand Opening celebration was held. Following the formal ceremony,the celebration featured entertainment, a live and silent auction, and a barn dance. Clearly, from the number of people in attendance, the Harris Barn is truly ‘the barn that the community raised’.
Mayor Jackson made a special presentation on behalf of His Excellency, The Right Honourable David Johnston, Governor General of Canada, to Mr. Christopher Ward Conley, a Delta resident, in recognition of the valiant effort he undertook in a diving rescue two years ago.

The new Delta Community Animal Shelter at the corner of Tilbury Road and Hopcott Road in the Tilbury Industrial Area opens for business today. The new shelter will provide appropriate space for dogs, cats, and small animals while they await their forever homes.
