At the April 30, 2018 Regular Council Meeting consideration of the following motion moved by Cllr. King and seconded by Cllr. Kanakos was postponed pending a staff report on the Use Protocol for Harris Barn:

“THAT special consideration be afforded to Dan’s Legacy Foundation to extend the hours of the Harris Barn facility rental on October 11, 2018 for three hours to 10:00 p.m., and that the organizers outline the steps that they will take to minimize excessive noise and interruption during the event at the Harris Barn.”

G. MOTIONS ON NOTICE 

(G.01) Trans Mountain Pipeline Expansion Project

Councillor Bishop provided the following Notice of Motion at the April 23, 2018 Regular Meeting for consideration at the May 14, 2018 Regular Meeting:

“WHEREAS the Trans Mountain Pipeline Expansion project and the related seven-fold increase in tanker traffic in Burrard Inlet will increase the risks to neighbouring municipalities of spills of diluted bitumen and;

WHEREAS Delta’s approximately 62 km of waterfront which includes the Fraser River RAMSAR Site which is of international importance may be at risk and;

WHEREAS Delta’s coastline supports marine and wildlife important to the environment and ecology of the region and;

WHEREAS municipalities will bear costs of damages in excess of that covered by the federal spill response program;

BE IT RESOLVED THAT that the City of Delta supports British Columbia’s reference to the courts to assert its jurisdiction to protect the coast;

AND BE IT FURTHER RESOLVED THAT that the City of Delta write to the government of Canada and Kinder Morgan to seek guarantees that the municipality and its taxpayers will be insulated from any and all costs (economic losses, tax losses, clean up etc.) of any spill that affects our shoreline.”

(G.02) North and South Delta Track

Councillor McDonald provided the following Notice of Motion at the April 30, 2018 for consideration at the May 14, 2018 Regular Meeting:

“WHEREAS the City of Delta, neither the School District nor Municipal District, has a track facility which qualifies to host any certified track meet; and

WHEREAS there are current aging, deteriorating facilities on School District land in both North and South Delta which can be upgraded to provide appropriate tracks; and

WHEREAS Delta has a long standing practice of partnership with the School District to provide facilities e.g. school playgrounds, South Delta Theater and even school crossing guards; and

WHEREAS the Provincial and Federal Government have signed a Bilateral agreement to significantly fund appropriate local facilities; and

WHEREAS there are several examples of partnerships between School Boards and City Councils in the Province;

BE IT RESOLVED THAT Delta develop an agreement with the Delta School District to pursue funding to bring a track to North and South Delta which will achieve an acceptable standard for our citizens.”
