New Funding for Community Initiatives and Business Organizations


Council endorsed funding to support the Tsawwassen and North Delta business communities. An annual amount of up to $15,000 will be allocated to the Tsawwassen Business Improvement Association over the next four years to support the lighting up of Tsawwassen’s commercial core and other community initiatives. Equal funding will be allocated to the North Delta business community to undertake initiatives similar to those taking place in Ladner and Tsawwassen, such as lighting, events, and collaborative business promotions. Social Planning Update


An update was presented to Council regarding the progress made in implementing the City’s Social Action Plan and in continuing Delta’s commitment towards the development of a healthy community. The plan identified at-risk youth, affordable housing, and childcare as some of the top priorities for 2019. View the staff report and presentation.

Brew Pubs in Delta Review


Mayor George V. Harvie put forward a motion endorsed by Council that staff review existing locations and zoning regulations pertaining to brew pubs in Delta and identify where there may be opportunity to update regulations and expand allowable locations, including the consideration of Southlands Village, Ladner Waterfront, North Delta, and other areas. With the success of B.C.’s craft brewing industry and the ability for brew pubs to add vitality to commercial districts, a review of Delta’s Zoning Bylaw is necessary.

GFL Enviro-Smart Organics Update


Council received information on the dates for the Environmental Appeal Board hearing of the appeals of the Air Quality Permit issued to Green for Life Environmental, which will begin in early June at the Coast Tsawwassen Inn. Construction of the new fully enclosed composting facility has begun and is required to be completed by March 1, 2020. View the staff report.

Heritage Advisory Commission Bylaw and Terms of Reference Amendments


Council gave three readings to amend the Community Heritage Commission Bylaw and approved amendments to the Heritage Advisory Commission Terms of Reference. The amendments are in keeping with the updated Heritage Strategy’s goals, objectives, policies and implementation plan. View the staff report.

Tourism Delta Fee-for-Service Agreement


Council approved the 2019 fee-for-service agreement between City of Delta and Tourism Delta. The agreement allocates $38,000 in funding to Tourism Delta to undertake tourism promotional activities and develop a strategic tourism business plan for the City. View the staff report.

Delta Chamber of Commerce Fee-for-Service Agreement


Council approved the 2019 fee-for-service agreement between City of Delta and Delta Chamber of Commerce. The agreement allocates $54,250 in funding to Delta Chamber of Commerce to operate Delta's Destination BC Accredited Visitor Centre, provide tourism outreach services, and maintain promotional activities. Approval of the 2019 Annual Tax Rate Bylaws


Council gave three readings to the 2019 annual tax rate bylaws, enabling Delta to levy property taxes and prepare the 2019 property tax notices. The annual notices will no longer categorize dollars used for City services as General Purpose. Moving forward, additional categories will be used to demonstrate the distribution of tax dollars and provide Delta property owners with more information. View the staff report and presentation.

Contract Awarded for Crosswalk Upgrades


Council approved a contract award for crosswalk upgrades in North Delta and Tsawwassen. The upgrades include overhead illuminated signs, overhead and side mounted flashing beacons, new pushbuttons, and the replacement and addition of LED street lights. View the staff report.
