In 2012, Mayor and Council began the Neighbourhood Road Improvements Plan, with the commitment of providing ongoing funding towards renewing local roads and sidewalks. The goal of this initiative is to improve access and modes of active transportation for cyclists, pedestrians, and motorists.
Current Projects
Overview
This project is a continuation of the 53 Street/Arthur Drive Phase 1 and Phase 2 projects which are now complete. The 53 Street (28 Avenue to 34B Avenue) Roadway and Utility Improvements project is part of Delta's Neighbourhood Road Improvements Plan, which was introduced in 2012 to address aging roads and sidewalks in our community.
The proposed roadway and utility improvements along 53 Street and 28 Avenue include:
- New traffic signals at the 53 Street and 28 Avenue intersection including LED street lighting;
- Roadway widening (on the west side of 53 Street) to provide new dedicated southbound right and left turn lanes;
- New dedicated westbound right turn lane on 28 Avenue;
- New drainage swale with lawnbasins along the west side of 53 Street for drainage;
- Culvert replacement across 53 Street (A 72 hour road closure will be required to accommodate this, please refer to Road Closure &Detour Plan section for further information);
- Bike lane improvements;
- Bus stop improvements;
- Delta watermain replacement; and
- Roadway rehabilitation.
A revised plan of proposed improvements is attached for information.
Project Timeline
Construction of this project is tentatively scheduled as follows:
- Completed - 53 Street Storm Main Installation (by Metro Vancouver)
- Completed - 53 Street Delta Watermain Construction (by Delta Engineering Operations)
- Completed - Commissioning of the Traffic Signal at 53 Street & 28 Avenue.
- Spring 2021 - Metro Vancouver completing the watermain tie-in works.
- Late Spring 2021 – Storm sewer improvements along 28 Avenue, just west of 53 Street.
- Summer 2021 - Top lift asphalt paving will take place following completion of Storm sewer.
Hours of Work
Construction hours of work will be limited to Delta’s regular Noise Bylaw hours (7:00am to 7:00pm Monday to Friday, 9:00am to 5:00pm Saturday, no work on Sunday or Holiday’s). Two-way traffic will be maintained whenever possible, however, due to the nature of the works, single lane alternating traffic will be required at times which may lead to minor delays. Commuters are advised to try to find alternate routes during construction season.
53 Street (South of Deltaport Way) Road Closure & Detour Plan
A full 72 hour road closure was carried out between Tuesday August 11 and Friday August 14, 2020 to facilitate install of a 1500mm culvert crossing 53 Street (south of the Deltaport Way overpass). Replacement of this culvert was required to replace an existing aging culvert.
We are happy to say that this work is now complete and that the full road closure is no longer in effect!

Public Consultation
A public consultation meeting was held on February 21, 2018.
Due to heavy snow and traffic issues during the Public Information Meeting on February 21, 2018, an additional Public Information Meeting was held on April 17, 2018.
Metro Vancouver Watermain Replacement
Metro Vancouver has completed construction of the watermain replacement along 53 Street between 28 Avenue and 34B Avenue. Electrical conduit installation along 28 Avenue was completed in January 2021. Final remaining works include upcoming watermain installation at the 52 Street/28 Avenue intersection and watermain tie-ins. This project will improve reliability of the water supply to the Tsawwassen area, including Tsawwassen First Nation (TFN) lands, and increase capacity to satisfy future demands.

Completed Projects
Overview
This project is a continuation of the 8A Avenue Phase 1 (English Bluff Road to 52 Street) project which was completed in 2018. Phase 2 of the project, 8A Avenue (52 Street to 56 Street) Roadway and Utility Improvements project is proposed to be completed in 2019. This project is part of Delta's Neighbourhood Road Improvements Plan, which was introduced in 2012 to address aging roads and sidewalks in our community.
The project will include various upgrades to 8A Avenue (52 Street to 56 Street), 55A Street (8A Avenue to 9 Avenue) and to 9 Avenue (55A Street to 56 Street).
The proposed improvements included:
- Roadway widening and roadway repaving along 8A Avenue to Delta’s collector road standard including two travel lanes, cycle lanes and new barrier curb and gutter;
- Roadway widening and roadway repaving along 55A Street to Delta’s local road standard including new rollover curb and gutter;
- Roadway repaving along 9 Avenue;
- Addition of on-street parking;
- New pedestrian crossings and crosswalk upgrades;
- New 1.5m sidewalk on the south side from 52 Street to 56 Street;
- New 1.5m sidewalk on both sides from Gilchrist Drive to 55A Street;
- New LED ornamental street lighting;
- New boulevard trees;
- Watermain and sanitary sewermain upgrades; and,
- Drainage improvements as necessary.
Public Consultation
The first Public Information Meeting was held on November 1, 2017 from 6:00pm to 8:00pm at South Park Elementary School.
The second Public Information Meeting was held on January 11, 2018 from 6:00pm to 8:00pm at South Delta Secondary School.
The third Public Information Meeting was held on January 10, 2019 from 6:00pm to 8:00pm at South Park Elementary School.

The proposed improvements along 109B Street include:
- Roadway widening to Delta’s local road standard;
- New 1.5m sidewalk on the west side from 84 Avenue to Brooke Road;
- New rollover curb and gutter on the west and east side of 109B Street;
- New LED ornamental street lighting;
- Roadway rehabilitation;
- Drainage improvements as necessary.
Project Timeline
Roadway and Utility Improvements for 109B Street from 84 Avenue to Brooke Road are scheduled to begin in spring 2019 and to be completed by summer 2019.

The first Public Information Meeting was held on June 22, 2016. The second Public Information Meeting was held on January 17, 2019 from 6:00pm to 8:00pm at Richardson Elementary School.
Overview
The 114 Street Roadway Improvements Project is part of the City of Delta's Neighbourhood Road Improvements Plan, which was introduced in 2012 to address aging roads and sidewalks in our community. The goal of this project is to improve access around our community for vehicles, cyclists and pedestrians; helping make our streets and communities safer, greener and more livable. The road improvements will formalize the roadway along 114 Street and will improve on street lighting (visibility at night), pedestrian and cyclist safety, drainage, and street aesthetics.
The proposed improvements along 114 Street included:
- Roadway re-paving and widening to Delta’s collector road standard (12.0m wide road width);
- New concrete barrier curb/gutter and sidewalk where necessary;
- New dedicated bike lanes on both sides (street parking on east side only);
- New LED street lighting;
- Storm main install, ditch infill and drainage improvements;
- Grassed boulevard strips with new boulevard trees and drainage swales following “Best Management Practices” (BMP’s); and
- Bus stop improvements.

Council Report: 114 Street Roadway and Utility Improvement (92A Avenue to 96 Avenue) – Consultant Award
Overview
This project is part of Delta’s Neighbourhood Road Improvements Plan, which was introduced in 2012 to address aging roads and sidewalks in our community.
The sidewalk along the north side of 48 Avenue from Haviland Street to Elliott Street will be removed and replaced.
The proposed improvements included:
- Decorative stamped concrete sidewalks to improve safety and accessibility,
- Planting of new street trees complete with irrigation and installation of a root barrier system to prevent future sidewalk damage,
- Install new electrical receptacle at each new tree location,
- Install electrical upgrades to assist with Special Events,
- Irrigation to existing decorative street lights for hanging baskets, and
- New landscape areas that include irrigation.
The existing street trees were removed on March 11, 2019 in order to remedy the pedestrian tripping hazards and to install a root barrier system to avoid future problems. The appropriate tree species and largest possible caliper size of replacement trees will be sought.
This project supports the vision of the South Delta Business Sustainability Strategy by revitalizing and investing in South Delta infrastructure and strengthening the village core.
