
Delta Council received the results of the primary care needs and feasibility assessment at its April 13 meeting, outlining gaps in health care services across Delta.
The study was initiated following a Council resolution in October 2025 directing staff to engage a qualified consultant to assess the feasibility of establishing Urgent and Primary Care Centres (UPCCs) in Delta. Following a procurement process, Deloitte was retained to complete the analysis.
“This report confirms what has been a growing challenge in Delta—we need increased access to primary care services for our residents,” said Mayor George V. Harvie. “While the recently announced after-hours UPCC in South Delta is a positive step, there remains a clear need to improve timely access to care in North Delta.”
The report examines current access to care, demand for services, and potential models to strengthen primary care delivery, including the UPCC model and other approaches used in comparable communities.
Findings confirm that demand for primary care in Delta is significant, with the greatest pressures identified in North Delta. The report highlights limited same-day access to care, high patient-to-physician ratios, and continued reliance on Delta Hospital’s Emergency Department for non-urgent concerns that could be managed in a primary care setting.
Based on these findings, Council endorsed a recommendation for the City to continue advocating to the Ministry of Health for increased capacity in Delta, including the expansion of same-day access to urgent and primary care services and the recruitment and retention of family physicians and primary care teams. Council also directed staff to provide the report to and request comments from the South Delta Division of Family Practice, Surrey-North Delta Division of Family Practice and doctors practicing in the Delta Hospital and Surrey Hospital Emergency Departments.
