Filming Permit

Description

Delta's Film Office provides one-stop service to make your filming experience in our community pleasant for our residents and your film crews.

Filming Application

All filming requests require a completed Film Permit Application Form which should be emailed to the Film Office at least 7 working days prior to the filming activity. Additional notice is required for bigger projects or locations like Ladner Village, North 40 Park Reserve, and Westham Island. 

In the application form, provide a detailed description of filming activity and proposed scenes; and identify SPFX, drone use, street use request, intermittent traffic control, parking, lighting activity, generator location, police, fire, hydrant and any special use requirements.

Together with the completed application form, attach the following:

  • Valid Commercial General Liability Certificate of Insurance with a minimum of $5,000,000 naming the “City of Delta” as an additional insured
  • Polling Letter/Form and Polling Map (for Film Office’s review and approval)*
  • Traffic Control/Management Plan
  • Parking/Location/Site Map
  • Proposed Neighbourhood Film Notice and Notification Map

    *Polling is required for any noise variance requests and for productions in Ladner Village. Otherwise, the Film Office will determine if polling is needed in requested area.

General Film Information and Possible Permits Required

  • Noise Control Bylaw hours are 7 am to 7 pm, Monday to Friday; 9 am to 5 pm, Saturdays; and no noise on Sundays or Statutory Holidays.
  • A film site liaison officer contracted by the City with funding from production company is required for filming in Ladner Village, North 40 Park Reserve, and Westham Island.
  • Filming on ALR must comply with the Agricultural Land Reserve General Regulation.
  • A Business Licence is not required for filming in Delta.
  • Cemetery and Municipal Hall film requests are not permitted. 
  • If a Hydrant Use Permit is required, please fill out a Hydrant Use Permit Application Form and submit to engineering@delta.ca.
  • Electrical/SPFX Equipment Operating permits can be secured through Technical Safety BC.

Film Resources

Film Permit Fee/Deposit

  • Film Permit: $280/each plus applicable taxes (non-refundable).
  • Student Film Permit: Free*
    *Verified student productions are exempt from filming permit fees but are subject to charges if they require municipal services (i.e. police, fire, liaison, parking, city facility/park use, etc.). Students must provide proof of registration in an accredited educational institution.
  • Film Security Deposit: Minimum of $2,500.
  • All relevant film fees and deposit need to be remitted to the City prior to approval of filming permit.
  • Deposit refund will be mailed to the address listed under Production Company Information.

Other Fees

  • Street Use Fee/Street Parking Fee (Each Street Block): $450/day
  • Parking Lot Fee: $650/day
  • Film Site Liaison Fee: Actual Cost

Delta Police - Actual Cost

  • Police Officer: $130/hour
  • Police Cruiser: $165/day (vehicle associated with the police officer)
  • Police Officer Travel Time: $65/day (30 minutes of hourly rate)
  • Call out: Minimum 4 hours
  • Call out: Minimum 48 hours notice required for all requests and cancellations

Parks, Facility Locations, and Municipal Land Usage Fees

  • Hawthorne Grove Park Fee (inclusive of Harris Barn, Kirkland House and shared parking area): $6,500/day
  • North 40 Park Reserve or Paterson Park Fee (Film Day): $1,500/day
  • North 40 Park Reserve or Paterson Park Fee (Prep/Wrap Day): $1,000/day
  • City Park Fees: Available upon request
  • Facility Fees: Available upon request
  • Municipal Land Usage: Available upon request

Delta Fire Fees

  • Pyrotechnics Permit Fee: $200/each
  • All other Delta Fire Fees: Actual Cost

Engineering Operations Fees

  • Engineering Operations Fees: Actual Cost 

General Administration Fee

  • Total actual cost subject to 15% service charge

Hydrant Use Permit Fees

Requests for a Hydrant Use Permit must be submitted 48 business hours prior to the Double Check Valve Assembly (DCVA) installation date to be accommodated. DCVA will be installed by the City of Delta - direct hook ups are not permitted.
