On the evening of Tuesday, January 20, 2026, the City of Delta received confirmation that a marine vessel had struck the TransLink-owned Westham Island Bridge. The impact caused damage that has required the closure of the bridge to vehicle traffic.
We understand that this closure has led to significant uncertainty and inconvenience for Westham Island residents, and steps are being taken to find temporary solutions to limit disruption as much as is possible while the bridge remains closed.

Essential Information
Big Barge Service
The schedule for big barge service for the week of March 9 is outlined below. Times have been adjusted to reflect high tides. Efficient loading and favourable tides have made it possible to add an extra sailing.
The big barge service is intended for loads greater than 5 tons and runs between the Kirkland Road staging area on Westham Island and Wellington Point Park in Ladner.
Trips are weather dependent and at the discretion of the operator.
- Due to shifting tidal conditions, and to ensure three trips each day, sailings will leave promptly at their scheduled departure time.
- Those seeking to transport their vehicles on the barge are reminded to arrive at the staging area at least 20 minutes prior to departure to ensure they make the sailing.

Small Barge Service
A daily small barge service remains established between the Westham Island Marina on Savage Road and Wellington Point Park in Ladner.
This service is intended for vehicles less than 5 tons.
The first sailing will leave at approximately 8:00 am from the Westham Island Marina and sailings are planned from sunrise to sunset, depending on conditions. Capacity is estimated to be between 4 and 5 vehicles and crossing time is estimated at 30 minutes.
Check in with Mad Props Marine at the staging area to use the service. Drivers will need to arrange travel to their destination.
Reservations will not be accepted for the small barge service. Delta is looking to double the capacity of the small barge service. More information will be shared once confirmed.

In Ladner:
TransLink is providing free accessible shuttle bus service between the Westham Island Bridge and Ladner Exchange (Bay 7). This temporary service will run daily from 6 a.m. to midnight and connect residents who have crossed the bridge on foot. A stop has been added at Ladner Elementary for school drop-off and pick-ups.
TransLink has also set up a dedicated phone number for anyone needing extra shuttle assistance, including passengers with disabilities, seniors, youth, school drop-offs or pick-ups, and late-night support. To request shuttle assistance, call 236-883-4758.
Passengers are advised to look for the TransLink shuttles showing 'SPECIAL' on destination signs.
- Shuttles are loading/unloading from the parking lot near the bridge at 3473 River Road W.
- All local stops are being serviced, including 50th Street.
- Any passengers on the shuttle route will be accommodated, space permitting.

On-Island:
Starting January 26, TransLink has added an on-island shuttle service to make getting around the island easier and more accessible for all residents.

- Frequency: The shuttle will run every 30 minutes.
- Cost: This is a free service for the community.
- TransLink is installing temporary bus stops on the Island for pick-up and drop-off
With the Westham Island Bridge closed for repairs, Wellington Point Park is serving as the transportation hub for Island residents and farms, supporting large and small barge operations as well as off-Island shuttle services.
As a result, Wellington Point Park, including the boat launch, is closed to the public for the duration of the bridge closure. Boaters are asked to use the Ferry Road Boat Launch while the park remains closed.
A draft traffic management plan showing barge staging areas, angle parking, and pedestrian walkways for residents is provided below. Traffic Control Personnel (TCP) will be on site to assist.
A second boat launch is being added at the park to support large barge operations.
Update: February 8, 2026
- Thank you to everyone who moved their personal vehicles out of the staging area at Wellington Point Park! The area is now mostly clear. If you have not moved your car yet, please do so as soon as possible as remaining vehicles will need to be courtesy towed to a location within the park to keep the area clear and ready for staging for the big barge service tomorrow morning.
- Additionally, Delta’s Seniors Bus is now directly shuttling people between the parking area at the head of the bridge and Wellington Point Park for the water taxi between 7 am and 10 pm.

The City of Delta has established a dedicated Call Centre for inquiries from Westham Island residents that can be reached by calling 604-952-5445. Residents are encouraged to call the hotline and register their information and questions with the City. This Call Centre will operate during the bridge closure from 8:30 am until 4:45 pm, Monday to Friday, not including statutory holidays.
Residents should continue to call 911 in the case of an emergency.

The City has worked with Remple Disposal and the small barge operator to ensure garbage and recycling collection for Westham Island residents.
Residents are asked to place their garbage and recycling bins outside on Monday night as they normally would. The collection vehicle will be travelling to the Island via the small barge service on Tuesday morning.
Please have patience as we work to re-establish this service. Collection times may take longer than usual.
If your garbage is not collected on Tuesday, please call the Westham Island Call Centre (604-952-5445) and we will arrange pickup for Wednesday.

Delta has created additional parking on River Road. Space for resident parking has been cleared directly next to the Ladner side of the Westham Island Bridge.
Dedicated accessible and family parking spaces have been created. Please respect on-site signage. Parking will be monitored over the next several days to determine if any adjustments are required.

Delta has secured 11,000 ft2 of warehouse space on River Road West near the bridge for farm use. Farmers with urgent storage needs should contact the Westham Island Call Centre at 604-952-5445.

- The City of Delta has lifted the precautionary Boil Water Advisory issued for Westham Island and normal water use may resume.
- The watermain serving Westham Island was repaired on the weekend. Water quality tests confirm that the drinking water meets required standards for safe consumption.

Update: 4:20 pm, January 30, 2026
- Critical parts are anticipated to arrive this weekend allowing work on a repair to proceed. Timing cannot be confirmed.
- Residents may see various construction activities start this weekend as projects to repair the current water service and prepare for relocation of the waterline to support bridge repairs get underway.
- The precautionary Boil Water Advisory remains in effect until a notice is issued stating it is lifted. The City will continue to provide bottled drinking water for residents at the foot of the Westham Island Bridge (Island side).

- Winter storms continue to delay delivery of critical parts needed to repair the water line. Updates on timing will be provided as soon as they are available.
- While the precautionary Boil Water Advisory remains in effect, the City will continue to provide bottled drinking water for residents at the foot of the Westham Island Bridge (Island side).
Update: 4 pm, January 27, 2026.- City crews are continuing to action solutions to repair or bypass the watermain impacted by the bridge strike.
- Challenges with the delivery of critical parts and the extent of damage to the watermain are contributing to delays. Updates will be shared regularly as more information becomes available.
- While the precautionary Boil Water Advisory remains in effect, the City will continue to ensure bottled drinking water is available for residents at the foot of the Westham Island Bridge on the Island side.
UPDATE: 10 am, January 25
The bypass pipe has been constructed and is currently being tested. A tie-in of the bypass is anticipated early next week which will require a temporary water outage. Further details will be shared in advance. The precautionary Boil Water Advisory remains in effect while construction of a temporary water bypass line continues to progress.
UPDATE: 6 pm, January 24City crews have been on site today, working to install a bypass pipe that will be able to deliver water to Westham Island residents. The precautionary boil water advisory will remain in place until this bypass of the damaged watermain is up and running. Updates will be provided as they become available.
The City of Delta has issued a precautionary boil water advisory for Westham Island, starting Friday, January 23.
While the City conducts water sampling and assessments of the water system, Westham Island Residents are advised to use only BOILED or BOTTLED water for:
- drinking
- cooking
- making ice
- brushing teeth
- washing ready to eat foods
- washing dishes
- making infant formula
This advisory comes after a leak was discovered in the watermain that runs in the Fraser River underneath the Westham Island Bridge. The leak was identified during assessments of the bridge, following a marine vessel strike.
The City is issuing this water advisory as a precautionary measure while additional water quality testing is undertaken. At present, there is no confirmed contamination in the water supply.
Bottled water is being arranged to be delivered to Westham Island for the use of residents. It will be available at the foot of the bridge on the Westham Island side by 8 pm on Friday, January 23.

We recognize that reliable emergency access is a critical concern for residents, and we want to assure you that your safety remains our highest priority. From the time that access was restricted we have implemented multiple coordinated measures to ensure continuous and effective emergency response coverage from Delta Fire and Police for Westham Island.
These measures include the strategic positioning of emergency apparatus and response equipment directly on the island, dedicated marine transport capability using Delta Fire’s rescue boat, and additional backup water taxi transport options if required. Emergency personnel maintain priority access across the bridge when conditions permit, and our crews are fully prepared to respond using the fastest and safest available method at all times.
In addition to these operational measures, our personnel are conducting regular equipment checks, coordinating closely with Delta Police and BC Ambulance Service, and maintaining readiness to respond immediately to any emergency situation. These proactive steps ensure that emergency protection services to Westham Island remain fully operational with limited interruption.
We understand that infrastructure repairs can present challenges, and we want to reassure residents that comprehensive contingency plans are in place. Our department remains fully committed to protecting your community and ensuring that emergency response capabilities remain strong, reliable, and responsive.

Wellington Point Park Traffic Management
- Wellington Point Park is currently the pick-up and drop-off location for both big and small barge services, in addition to the water taxi service for passengers. As a result, the Park is frequently busy with both vehicle and pedestrian traffic.
- As safety is our first priority, options were explored to look at different potential locations for the water taxi service to see if any improvements could be made.
- However, after the consideration of a number of potential alternatives, and feedback from the public, the decision was made to keep the water taxi service where it is currently operating at Wellington Point Park.
- TransLink is responsible for the water taxi service and the safe movement and management of pedestrian traffic.
- In the meantime, we ask that all users of the site ensure they are prioritizing safety. This includes following posted signage, respecting no parking and accessible parking zones, and following the instruction of traffic control personnel in the area.

- Delta continues to look for ways to create a safe environment for pedestrians and children using the school shuttle and for the loading and unloading of trucks using the barge service.
- The presence of small passenger vehicles and pedestrian movement in areas where large commercial vehicles need to maneuver and stage is creating safety concerns. In addition, demand for personal vehicle parking currently exceeds the available capacity and is overwhelming the area.
- We ask that all vehicles currently in the area shown in red on the map below be relocated to the parking area at the bridge head or other location before 2 pm on Sunday. Any cars that remain after 2 pm may be courtesy towed to another location in the park to allow for the barge service early Monday morning.
- Additionally, anyone with good mobility parked in the reserved area shown in purple is asked to relocate their vehicle as well to allow these spaces to remain available for families and those with mobility needs.
- As an alternative to parking at Wellington Point Park, space is also available at the head of the bridge, and a TransLink shuttle is currently transporting residents between the bridge and Wellington Point Park.
- Watch for more updates regarding traffic management as efforts to address congestion are introduced.
February 6
Important Parking Changes at Wellington Point Park
- To ensure safe movement of pedestrians as well as loading and unloading of the barges, residential parking will no longer be allowed along the roadway in the park.
- Residents are asked to park their vehicles in the designated parking areas and follow marked pedestrian paths to the boat launch.
- To support this change, any remaining vehicles parked along the roadway will be courtesy towed to the approved parking areas beginning Saturday morning.
- Stalls designated for accessibility, families and the car share service will remain near the boat launch.
- Please abide by the signage and follow the instructions of the Traffic Control Personnel.
New Resource for Farmers
- The City of Delta welcomes Christine Terpsma as Agriculture Coordinator within the City’s Emergency Operations Centre.
- In this role, Christine will work directly with affected farmers to ensure their operational needs are communicated to the City, enabling informed decision-making to support agricultural producers.
- This temporary position will remain in place for the duration of the Westham Island Bridge closure.
- Christine is reaching out to individual farmers in the coming days to schedule a time to meet.

Temporary Water Outage Tonight
- Residents are reminded that there will be a temporary water outage from Thursday at 10:00 pm until Friday at 5:00 am.
- The outage is required to install a valve that will allow Delta to transition water service to a new temporary bypass in case of any damage to the existing line.
- Delta Fire has two engines and a water truck on the island to support emergency response during the outage, if required.
- An update will be issued if timing changes.
Potential Fog Impacts Friday and Next Week’s Big Barge Schedule (February 9 – 13)
- Please see the revised big barge schedule below for Friday. Farmers are asked to be aware of the potential for delays due to fog.

- Yesterday, Delta released a draft site map to guide traffic at Wellington Point Park. Several adjustments have been made to improve operations and keep pedestrians safe. A revised site plan is provided below. Further adjustments are anticipated as efficiencies are identified.
- Residents are asked to respect parking and staging areas. Any vehicles impeding loading and unloading of the barge service or safe pedestrian movement may receive a ‘courtesy’ tow to a different location at the park.
- Delta is aware of concerns regarding accessibility of the water taxi. These concerns have been relayed to TransLink to address.

Temporary Water Outage (Thursday 10:00 pm to Friday 5:00 am)
- As piling work moves forward near the existing watermain, Delta will need the ability to transition water service to a new temporary bypass in case of any damage to the existing line.
- To ensure the bypass is ready when needed, a valve will be installed on the current watermain.
Installing the valve will require a temporary water service outage from Thursday at 10:00 pm until Friday at 5:00 am. - Delta Fire has two engines and a water truck on the island to support emergency response, if required, during the outage.
Emergency Services Update
- Delta is providing residents with an update on emergency services while the bridge remains closed.
- TransLink has confirmed that emergency personnel may continue to cross the bridge on foot in the event of an emergency, consistent with current arrangements.
Wellington Point Park – Traffic Management
- With the Westham Island Bridge closed for repairs, Wellington Point Park is serving as the transportation hub for Island residents and farms, supporting large and small barge operations as well as off-Island shuttle services.
- As a result, Wellington Point Park, including the boat launch, is closed to the public for the duration of the bridge closure. Boaters are asked to use the Ferry Road Boat Launch while the park remains closed.
- A draft traffic management plan showing barge staging areas, angle parking, and pedestrian walkways for residents is provided below. Traffic Control Personnel (TCP) will be on site to assist.
- A second boat launch is being added at the park to support large barge operations.

- Water taxi service will be available 24/7 during the closure to provide access across the river between Wellington Point in Ladner and 4888 Savage Road on Westham Island.
- Shuttle service will continue and will serve both water taxi locations.
- Pile driving is expected to start Wednesday, Feb. 4 at 9 a.m. and will occur intermittently as work progresses, including overnight as needed to keep work on schedule.

Water Update
- Crews continue to monitor repairs completed this weekend while water quality tests required by Fraser Health are conducted.

Funding for Emergency Barge Service
- The Province and TransLink have announced funding to support the emergency barge service established by Delta to and from Westham Island.
- The Province will support the City of Delta by reimbursing eligible transport costs of goods to and from the island that are related to public health, safety, urgent animal welfare and provincial food security.
- TransLink is providing funding to the City of Delta to sustain barge operations and secure temporary warehouse space for farmers, supporting the continued movement of essential agricultural products, emergency supplies and everyday necessities on and off the island.
- Residents are asked to return pull carts to the bridge after use to ensure they are available for your neighbours.

- The big barge service is intended for loads greater than 5 tons and it runs between the Kirkland Road staging area on Westham Island and Wellington Point Park in Ladner.
- Staging will begin 1 hour in advance of each departure time.
Small Barge Service
- A daily small barge service remains established between the Westham Island Marina on Savage Road and Wellington Point Park in Ladner.
- This service is intended for vehicles less than 5 tons.
- Check in with Mad Props Marine at the staging area to use the service.
TransLink On-Island Shuttle
- TransLink has now established a free on-island shuttle service.
- The service will run every 30 minutes from 6:00 am to midnight and temporary bus stops are being installed across the Island for pick-up and drop-off.
TransLink Open House
- TransLink will be hosting a Westham Island Community Open House to provide up-to-date information and be available to respond to questions from the community.

Boil Water Advisory
- Boil Water Advisory remains in effect while construction of a temporary water bypass line continues to progress. The bypass line has been built and is currently being tested.
- A tie-in of the bypass is anticipated early next week which will require a temporary water outage. Further details will be shared in advance.
- Drinking water continues to be replenished and is available at the foot of the bridge on the island side while the advisory is in effect.
Barge Services
- Delta is planning barge services for the week. Two sailings a day are planned for the big barge on Monday, Wednesday and Friday. If you would like to use the service, please call 604-952-5445 by 12 pm for the next day’s planned sailings. See the schedule at www.delta.ca/WesthamIslandBridge.
- Delta is looking to increase the capacity of the small barge service. More information will be shared once confirmed. The service continues to run daily from 8 am to approximately 6 pm, weather and tide dependent and at the discretion of the operator. Check in with Mad Props Marine at the staging area to use the service. Any cargo that can be transported in a 5-ton vehicle can use the small barge service.
Other Supports
- Pull carts have been placed at the foot of the bridge on either side to assist pedestrians with moving goods across the bridge.
- Delta is aware of the need for fuel deliveries, including propane, diesel, and gasoline, as well as the need for garbage service. More information will be provided on these topics early next week.

- Delta has created the WesthamIslandCommunity@Delta.ca email address and distribution list to send information and receive questions from residents of Westham Island about Delta’s emergency response and community supports for the bridge closure. Anyone who has provided an email to the Call Centre or Delta staff has been included. Please share this email with anyone interested in receiving these updates. If you do not wish to receive these updates, please reply and ask to be removed. The email list will only be used for this closure and future emergencies if required.

Delta plans community support for long-term closure of Westham Island Bridge
Delta’s efforts to support residents of Westham Island following the recent bridge strike are now shifting toward longer-term assistance. The City is consulting with Island farms and residents to better understand their needs and to coordinate supports as life continues without vehicle access to the bridge while TransLink works to expedite repairs.
“We took a prioritized approach as soon as we learned of the bridge strike, focusing first on emergency services, followed by transportation, and then farm and community needs,” said Mayor George V. Harvie. “As it now appears vehicle access may be unavailable for several weeks, we are looking at what more can be done to support daily life on the Island.”
Over the past week, Delta has taken the following actions in response to the emergency:
- Provided temporary shuttle services to support residents and workers travelling to and from the Island. Shuttle services and a dedicated school service have since transitioned to TransLink.
- Delivered emergency equipment to the Island, maintaining access to fire, police, and ambulance services.
- Met with local farmers to understand urgent transportation needs. Arranged for barge services and parking areas to assist with the transport of farm goods and personal and commercial vehicles.
- Established a call centre to respond to questions related to emergency response and support, and provide regular updates to residents.
- Initiated construction of a temporary bypass of the damaged watermain to support continued water service. Delivered drinking water in response to a precautionary boil water advisory.
“Everyone is doing their part, and it’s been especially heartwarming to see how neighbours are supporting one another,” said Mayor Harvie. “Whether it’s Jeremy from Mad Props Marine assisting with barge operations or Brad providing on-Island shuttle services, we are seeing the best of Delta during a very challenging situation.”

The Westham Island Bridge remains closed to vehicle traffic this morning, following yesterday's incident involving a marine vessel. Pedestrian crossings are being facilitated and appropriate safety measures are in place.
To support residents in the near term, the City of Delta has established a temporary shuttle service to help maintain connectivity. This service will connect residents who have crossed bridge on foot with where they need to go in Ladner. TransLink is also assessing options to provide shuttle services, should the closure continue.
A detailed daytime inspection is scheduled for today, and once the assessment is complete, the immediate priority will be to determine whether a small fire truck can safely cross the bridge to ensure emergency service access on Westham Island.
TransLink is also exploring options for temporary repairs to restore traffic at the earliest opportunity. Weight restrictions may be required until full or permanent repairs can be completed.
The City of Delta continues to work closely with TransLink and affected residents and will provide timely updates as more information becomes available, including anticipated timelines and next milestones. We understand how disruptive this situation is and remain focused on safety, clear communication, and restoring reliable access as soon as possible.
The City of Delta has received confirmation that due to an incident involving a marine vessel, the Westham Island Bridge is currently closed to vehicle traffic. Pedestrian access remains open at this time.

Over the past several days, we’ve heard clearly through community meetings, on-site conversations, and emails that the top priority is restoring the Westham Island Bridge as quickly as possible, even if that comes with added short-term inconvenience.
To support this priority:
- The bridge will be fully closed to pedestrian crossings starting Wednesday, Feb. 4, 2026 at 9 a.m.
- The closure will remain in place for several weeks and until further notice.
- A water taxi will be in operation 24/7 during the closure to provide access across the river.
- Emergency services will continue to have access at all times.
This change is a necessary trade-off, prioritizing uninterrupted repair work so crews can take advantage of every available efficiency and avoid repeated stops and starts. On some days, work may not be visible from the bridge or shoreline, but critical activities will still be underway on or around the structure. For that reason, and because safety is our top priority, pedestrian access will remain closed even when it may appear that a crossing could be possible. Full closure allows continuous work and helps ensure no opportunities are lost because of constrained access.

Information for Schools
We recognize this closure will affect students, families, and school staff. School administrators will receive direct updates, and families are encouraged to plan for additional travel time. After school on Wednesday, Feb. 4, a TransLink representative will be on board the after-school shuttle and will accompany students via shuttle and water taxi to Westham Island.
Construction Noise and Work Update
Pile driving will be required and will be noisy. This work is essential to stabilize the bridge and advance repairs, and the City of Delta has amended its noise bylaws to allow overnight construction. Pile driving is expected to start Wednesday, Feb. 4 at 9 a.m. and will occur intermittently as work progresses, including overnight as needed to keep work on schedule. Based on past bridge repair work, pile driving timelines can vary depending on site conditions. We recognize this is disruptive and appreciate your patience as crews complete this critical step.
Emergency Services Access
Emergency responders will continue to have emergency access to the bridge at all times. We are coordinating with the City of Delta and local emergency services (police, fire, ambulance) to maintain response capability throughout the repair period. In an emergency, residents should call 911 as they normally would.

Residents are encouraged to dress warmly, as the open house will be at the Emma Lea Farm farm stand, which is open to the outdoors.
Earlier this week, a marine vessel hit the Westham Island Bridge, causing damage that required the span to be closed to vehicle traffic. TransLink owns and maintains the bridge, and crews moved quickly to assess the damage and pursue the fastest possible repair.
TransLink has now received an updated assessment from our structural engineer following today’s inspection work. The assessment has provided a better understanding of the extent of the damage.
Because of this new information, the original plan for repair is no longer possible. The damage is more significant, and we still don’t know the full extent.
Over the next several days, crews will begin additional detailed surveys and inspections to support the engineering design needed for this repair.
At this time, we do not have a reliable timeline for reopening the bridge to vehicle traffic. While early estimates suggest repairs could take several weeks, the schedule needs further refinement and will depend on a number of factors — including inspection findings, design requirements, materials availability, and permitting.
We know residents and businesses need certainty, and we don’t want to provide a timeline until we can stand behind it. Safety will continue to guide every decision as we move forward.
In the meantime, we’re focused on supporting the Westham Island community. The bridge will remain closed to all vehicle traffic until further notice. Pedestrian access will continue, with ongoing monitoring.
TransLink is also working closely with the City of Delta and partners to help residents get where they need to go, including free shuttle service and additional supports for people who may need extra assistance.
We understand how disruptive and stressful this situation is for the Westham Island community, particularly for residents and businesses who rely on the bridge every day.

I am writing to provide an update on the incident involving a marine vessel striking the Westham Island Bridge on Tuesday afternoon, as well as the steps TransLink is taking with City staff to support residents and restore access as quickly and safely as possible.
The Westham Island Bridge remains closed to vehicle traffic as crews continue damage assessment and repairs. The impact resulted in a misalignment of the swing span and damage to one of the bridge’s supporting elements. Our bridge contractors are on site, and a detailed daytime inspection is underway to confirm the full extent of the damage and ensure no additional structural issues are present. Pedestrian access across the bridge continues to be maintained, but we advise people to exercise caution.
The bridge will remain closed to vehicles on Thursday and Friday while assessments continue. We will share further updates on repair timelines and future closures as soon as more information is available.
To support residents during this disruption, TransLink is now providing free accessible shuttle bus service between the bridge and Ladner Exchange (Bay 7). This service—operating daily from 6:00 a.m. to midnight—connects residents who cross the bridge on foot and replaces the interim shuttle launched by the City of Delta. Passengers can identify the shuttles by the “SPECIAL” destination sign. Shuttles are loading and unloading from the parking lot near the bridge at 3473 River Road W, with all local stops being served, including 50th Street. Any passengers along the route will be accommodated, space permitting.
Once today’s inspection is complete, our immediate priority will be determining whether a small fire truck can safely cross the bridge to maintain emergency response capability for Westham Island. We recognize how essential this is for residents.
In parallel, our teams are exploring temporary repair options to restore vehicle access as soon as it is safe to do so. Even under the best‑case scenario, weight restrictions are likely until more extensive or permanent repairs can be completed. We are aware that farmers on Westham Island have scheduled deliveries involving larger vehicles later this week, and we are working closely with the City staff to identify potential solutions if the bridge remains inaccessible to heavy trucks.
Throughout this incident, our focus remains on safety, clear communication, and restoring reliable access as quickly as possible. We appreciate the patience of those affected and will continue to provide timely updates as new information becomes available.
