News Release: Delta Council Advances Winskill Renewal Project; Construction to Begin Summer 2025

The Winskill Renewal Project achieved a major milestone on Monday after Delta Council approved the form, character, and layout plans for the new facility at the Regular Meeting on May 5, 2025. With this approval, construction on the new facility will begin this summer and be completed by the end of 2027. 

“Council’s approval marks a major step forward in delivering a facility that reflects the needs and values of our community,” said Mayor George V. Harvie. “The new Winskill Aquatic and Fitness Centre will be a place for residents of all ages and abilities to connect, stay active, and enjoy for generations. Thank you to everyone who contributed and to staff for their dedication in bringing this project to life.” 

The renderings presented to Council reflect input from the 649 residents who participated in the final phase of engagement this spring. Participants indicated strong support for the direction of the detailed design and suggested refinements for the lobby and reception area, the exterior design, and the park plan. The following are the key themes from the engagement program that will be addressed in the final detailed design: 

  • Adding more comfortable and accessible seating in the lobby area.  
  • Softening the look of the exterior and refining the covered areas at the entry and along 56th. 
  • Enhancing accessibility and improving the user experience from the parking area to the building. 

Preparation work in advance of construction this summer is currently underway with realignment of the Winskill baseball diamonds, which are expected to be complete by fall 2025. The latest cost estimate remains within the approved $130 million budget and staff will continue to report back to Council on a regular basis throughout the remainder of the project.
