Public Guidelines For Special Permits
A. The Special Occasion Permit ‐ Public (Beer Garden) application fee is $125 per day plus five million 3rd party liability insurance with Delta added as a named insured. The fee must accompany the application. Delta Community Festivals are exempt.
B. The Special Occasion Permit - Public and Private Functions are issued by the Liquor Control and Licensing Branch, with approval by Delta Police. Fees charged by these agencies are payable to those agencies and are separate from the Special Occasion Permit application fee and the Facility/Park rental fee.
C. Food must be available during the Beer Garden operational hours.
D. All beverages must be sold in plastic disposable cups.
E. Designated Driver promotional posters must be posted at each liquor dispensing station.
F. Facility/Park permit must be attached to the Special Occasion Permit Application.
G. The designated Beer Garden area must be approved by the park allocator.
H. The Beer Garden area held out of doors must be enclosed and the entrances and exits adequately controlled by responsible, adult, and sober persons. Furthermore, the area is to be well-illuminated at all times.
I. The enclosure must be an adequate barrier which will confine the alcohol consumption to the selected Beer Garden area and permit entry and exit only through these controlled points.
J. A minimum of four portable chemical toilets are required to be available adjacent to the Beer Garden area. Toilets are to be serviced by the applicant as needed and removed within 24 hours of the end of the event. Delta reserves the right to require a greater number of toilets dependent upon the expected numbers at the event.
K. Event organizers are responsible for arranging for the necessary tables, chairs, snow fencing, garbage barrels, and other such equipment either through the Parks, Recreation & Culture Department Facility/Park Allocation permit process or private rentals. All Parks, Recreation & Culture equipment fees are governed by the Parks, Recreation and Culture Fees and Charges Bylaw. The provision and charges of equipment to community festivals is specified.
L. No vehicles may be driven in the park unless permitted by the Parks, Recreation & Culture Department.
M. Applicants are responsible for site clean‐up.
N. Event organizers are to ensure that public parking is restricted to designated and approved areas. Parking plans may be required.
