Delta Council comprises of one Mayor and six Councillors. The primary functions of Delta Council are to establish administrative policy, to adopt bylaws governing matters delegated to local government through the Community Charter and other Provincial statutes for the protection of the public, and to levy taxes for these purposes. George V. Harvie was first elected Mayor of the City of Delta in 2018.
Mayor Harvie, a long-time resident of South Delta, was appointed Chief Administrative Officer for the City of Delta in 2001. Before this appointment, he was employed with the City of Burnaby where he served over 30 years in a number of positions including Deputy City Manager, Director of Human Resources and Manager of the Environmental Health Department. For his outstanding community service, he was recognized with the Queen Elizabeth II Diamond Jubilee Medal.
A strong advocate for the Delta community, he was successful in bringing together senior levels of government to resolve local issues and bring significant benefits to Delta. With his vision and leadership, he transformed Delta’s financial management to place Delta as one of the best managed municipalities in British Columbia. With 45 years of local government service, he provided leadership to all departments to ensure they met their responsibilities and that Council’s directions and policies were carried out.
During his first term, Mayor Harvie led the City to numerous major accomplishments, including a new $8 million track and field facility at North Delta Secondary School, completion of the Douglas J. Husband Discovery Centre, streamlined permitting for outdoor patios for restaurants and cafés, a cover for the Ladner Lacrosse Box, pop-up parks throughout Delta, important action on diversity, inclusion, and reconciliation, a Housing Action Plan and key planning and streamlining efforts in communities, and many more supports for various community interests, achieved through collaboration with regional counterparts and senior levels of government. He also championed equal access to Council meetings by alternating locations between City Hall in South Delta and the North Delta Centre for the Arts in North Delta.
Most of these achievements were completed during the COVID-19 pandemic, which required strong and prudent leadership to keep the community safe while ensuring Delta continued moving forward in all aspects of civic life. Mayor Harvie looks forward to continued growth and accomplishments in the future.
Mayor Harvie has a B.A. in Economics from Simon Fraser University, an Administrative Management Special Certificate and an Environmental Health Diploma of Technology from the British Columbia Institute of Technology. He also studied Advanced Management at Dalhousie University.

Rod Binder has lived in Delta since 1990 with his wife, where they raised their two, now adult children. He completed BCIT certifications for broadcasting communications and business management.
Professionally over the last 30 years he has been senior manager and account executive for a print marketing company, creating, growing and managing promotional programs for fortune 500 companies in North America.
He has extensive experience as a Director on various corporate and non-profit boards including; for profit business acquisition, non-profit education development in Africa, and local community organizations in Delta.

Rod’s experience in business, civic planning committees, executive boards and volunteering has equipped him to now serve as a Councillor for Delta. He cares deeply about social services and support for low-income citizens, mental health, domestic and racial abuse, anti-bullying and seniors housing and care. He believes Delta can provide and expand services and care for our residents working with all levels of government.
In addition, tackle the challenges of housing by reducing red-tape and costs for developers working inside our current approved zoning and community plans. To support land owners who propose creative solutions for housing. This includes below market and rental options. Density in the right place, development of Scott Road and support local businesses to grow and provide jobs for our residence.
To maintain our current recreational facilities both structures and playing fields and partner with school boards assets to improve all of Delta's recreational landscape.

Daniel Boisvert has lived in Tsawwassen for the past 8 years and grew up in Ladner. He has called Delta home for more than 50 years. Daniel has two children, Noah and Abby, who are currently high school students at DSS and his wife Sandra is the General Manager of the Tunnel Town Curling Club in Delta’s south end.
Daniel was commissioned as Notary Public in May of 2008 and has a busy legal practice in Delta.
Daniel has a bachelor’s degree in Commerce from Royal Roads University and studied at the Sauder School of Business at UBC to become a Notary Public where he received both the Robert Reid award in Property Law and the BDO Dunwoody Award for achieving the highest marks in both course work and examination.
Daniel is a past Director of the Society of Notaries Public, the public regulator of Notaries, and was elected to serve three terms. In 2019, he left the Board of the Society to head up a new advocacy and continuing education organization for BC Notaries called the BC Notaries Association (BCNA). He is currently the President of the BCNA.
Daniel is also a past Director of the Heron Hospice Society of Delta. Heron Hospice provides compassionate care to individuals facing life-limiting illness and support to people who are grieving the loss of a loved one. This is a critical service provided to the people of Delta.
In October of 2018 during the municipal elections Daniel was elected to the Delta Board of Education where he last held the position of Vice-Chair of the Board. Daniel believes the enhancement of public education is vital to the positive advancement of society.
In October of 2022 Daniel was elected to Delta City Council to serve a four-year term.

Delta, BC, was incorporated as a district municipality in 1879. 143 years later, Jessie Dosanjh is one of the first people of colour to be elected as a Councillor in Delta. Jessie has raised his children in Delta where he has been residing for nearly 40 years and has established deep ties to the community.
Jessie is a high-performance athletics coach who has dedicated his life in pursuit of excellence by guiding, training and providing youth with skills needed to succeed in sports, education and become ideal citizens of our community. He has developed outstanding athletes who compete at provincial, national and international levels and has coached Team BC Athletics for national, junior and senior championships.
In 2018, Jessie was elected as a Trustee to the Delta School Board on a commitment to advocate for programs and facilities that set students up for success and keep them away from negative influences such as drugs and gangs.
Jessie’s dedication to the community has been widely recognized and received commendations on several occasions, which include receiving the Queen’s Diamond Jubilee Medal, being recognized by Black Press Media for his excellence in community leadership and being named ‘Executive of the Year’ by BC Athletics multiple times and ‘Coach of the Year’ in 2018. In 2020, Jessie was inducted into the BC Athletics Hall of Fame, highlighting his commitment and passion for track and field.
Taking specific interest in illustrating the importance of having a healthy, safe and active community, Jessie Dosanjh strives to work with zeal and diligence to make Delta a great community for all.

A fifth-generation farmer and entrepreneur, Councillor Alicia Guichon comes from a long lineage of Ladner farmers. Alicia is passionate about the preservation of agricultural land and keeping farming as a viable local industry in Delta. After graduating from the University of British Columbia, Alicia opened Backroads Family Farm Market with her sister in 2014, where they sell seasonal local produce. Born and raised in Ladner, Alicia continues to call Ladner home with her husband, son and daughter, and rescue dog.

Jennifer Johal is a mother, an educator, and a business woman.
Jennifer studied at Simon Fraser University and successfully obtained a Bachelor of Arts in Geography alongside a Bachelor of Arts in Education.
A former elementary school teacher, Jennifer made the leap into business management when she took over administration of the family business, Raja Trailer and Equipment Sales. She brings a deep understanding of the Tilbury community through her daily work. Jennifer is committed to being a bridge between community members, business owners, and their local government. Jennifer is passionate about diversity and inclusion, being a voice for young families and keeping generations together.

First elected in 2018, Dylan Kruger is currently serving his second term on Delta Council.
Dylan comes with extensive experience at both the federal and provincial levels of government. He is passionate about addressing the housing crisis, protecting the environment, supporting local businesses, and fighting for improved transit services.
Among Delta Council’s accomplishments, Dylan is proud of supporting free youth and senior passes to Delta’s recreation facilities, Delta’s free seniors shuttle, permanent expanded patios for restaurants and coffee shops, as well as pop-up parks and other initiatives to enhance the vibrancy of our community.
Dylan believes that local government should be accessible and accountable to everyone. He is a supporter of initiatives to make government more transparent and efficient. Respect for tax dollars is important, which is why Dylan has voted to keep property taxes among the lowest in Metro Vancouver.
