Mobile Food and Beverage Vendor Program

Mobile Vendors enhance community spaces, support areas in Delta with few restaurant options, and increase opportunities for small businesses to sell their products in new and creative ways.

The City of Delta has launched a Mobile Food and Beverage Vendor pilot program which will run until October 14, 2025. Delta has approved specific street and park locations where Mobile Vendors are permitted to operate in accordance with the Mobile Food and Beverage Vendor Policy.

Important: You will need to complete a Mobile Food and Beverage Vending Permit application and a Business Licence application and have them both approved prior to participating in the program.

Who Can Apply?

Any Mobile Vendor is allowed to apply to participate in the program. Mobile Vendors are people who sell certain foods and/or beverages to the general public for immediate consumption from a mobile food and beverage vending unit (truck, trailer, cart etc.).

How to Apply?

Complete the Delta Business Licence application and the Mobile Food and Beverage Vending Permit application and submit it to the City of Delta Bylaws office either in person at City Hall West or via email at businesslicences@delta.ca.

Mobile Vendors must have a valid City of Delta Business Licence and a valid Mobile Food and Beverage Vending Permit in order to operate their business on City streets or in City parks.
Mobile Food and Beverage Vending Permit applications must include the following information:
- Confirmation of the mobile vending unit licence and approvals for use;
- A copy of the current City of Delta Business Licence;
- Requested hours of operation and days of the week, and any other relevant details, including preferred approved vending locations;
- A recent photo of the mobile vending unit;
- A site plan;
- A waste management plan; and
- A description of electrical requirements.
Mobile Vendors must provide additional information (e.g., minimum $5 million liability insurance, regulatory approvals from Fraser Health etc.) to be eligible for a permit. Please review the Mobile Food and Beverage Vendor Policy for more details.

Permitted Locations

Delta has established the following permitted locations where Mobile Vendors may operate. Important: These locations are offered on a first come first serve basis and are not reserved for Mobile Vendors. It is up to the Mobile Vendor to arrive early to secure a spot.

- Mobile Vendors are required to collect and dispose of all trash within a 25m radius of their vending location.
- If operating in a park location, Mobile Vendors must operate only during park hours, unless otherwise approved by the City.
- If operating on a street location, unless otherwise approved by the City, Mobile Vendors must only operate from:
  9:00am to 9:00pm Sunday to Wednesday, and
  9:00am to 10:00pm Thursday to Saturday.
- It is prohibited to operate a mobile vending unit within 45m of a business serving the same type of food or beverages.
  Example: A mobile vendor is parked less than 45 metres from a juice business.
  Not allowed: The mobile vendor sells only juice. This food concept or theme is too similar to the existing juice business.
  Allowed: The roaming vendor sells breakfast items including juice. The juice menu item is the only similarity to the juice business.
