Delta is working to shift the submission of all permit applications online as part of the City's digital services. Currently, some permits can be submitted online and may include the payment of fees. We are working on adding more permits and payments online over time. Please refer to the below specific permit's steps for current information. Development Applications
Development applications include one or a combination of the following:
- Rezoning
- Subdivision / Strata
- Development Permit
- Development Variance Permit
- Temporary Use Permit
- Heritage Alteration Permit
- Official Community Plan Amendment
- Regional Growth Strategy Amendment
- Land Use Contract Amendment or Discharge
- Restrictive Covenant Amendment or Discharge
- Heritage Revitalization Agreement

- By Email (recommended) - Application forms and submission requirements can be sent by email to the Application Centre at cpd@delta.ca. Any reports or plans prepared by registered professionals must be electronically sealed in accordance with the requirements of the applicable profession regulation authority.
- Hard Copy - Alternatively, applications can be dropped off, mailed or couriered to City Hall. Please note that the City's drop box cannot accommodate envelopes larger than 11 in x 17 in. Any large packages must be couriered to City Hall during office hours (8:30 am to 4:45 pm, Monday to Friday except for statutory holidays).
Request for fee payment and payment instructions can be sent following receipt. Once a complete application is received, you will be notified of the assigned Planner via email with their contact information and your file number.
The application fee is dependent on the number and type of applications. Fees can vary based on the number of variances, the combination of applications, and/or or by the subject building or site area. In addition, nominal fees will apply for title search(es). See link for further information. The Application Centre can calculate and confirm the application fee following receipt of your application. Request for fee payment and payment instructions will be sent following receipt. What you need to know:
- Delayed payment of the application fees may result in delays to the processing of your application.
- Additional fees may be incurred through the review process (e.g., additional variances identified, public information meeting required, costs incurred from Land Title Office, legal document preparation, etc.). You would be notified of additional fees at that time.
- Application fees associated with your application may be required and payable to external agencies, such as the Liquor and Cannabis Regulation Branch for liquor licence applications.
The application submission requirements are dependent on the type of applications being requested and the scope and nature of the proposal. The following minimum submission requirements have been developed with regard to new construction. See link for further information. What you need to know:
- Additional submission requirements may be identified through the Pre-Application Meeting and in that case, must be provided at the time of application.
- Additional submission requirements may be identified through the review and consultation process and may be required in advance of the Director's consideration (where delegated), Council's consideration, Public Hearing or final reading. You would be notified of additional submission requirements and the requested time of submission.

In general, a Pre-Application Meeting is recommended in advance of development application submission for single detached residential subdivisions of 5 or more lots; strata title conversion; multi-unit residential development; and mixed-use developments. Projects with complex site constraints may also be recommended for Pre-Application Meeting as determined by Planning staff.

Plumbing Permits

In addition to the application forms required for all plumbing permit applications, for non-single detached residential dwellings isometric drawings and a plumbing fee calculation form are required. All registered professional schedules (A, Bs, C-A, C-Bs), and other professional seals shall be in digital format with seal verification required within the document.
Demolition Permits

Sign Permits

Any reports or plans prepared by registered professionals as well as schedules must be electronically sealed (verification required within the document). A non‐refundable application fee of $100 for each proposed sign (double application fee is applicable for each sign erected prior to permit issuance) plus a $50 non‐refundable fee for each sign requiring design by a professional engineer, except:
- Where a comprehensive sign plan is in effect, the non‐refundable application fee is $30 for each sign plus a $50 non‐refundable fee for each sign requiring design by a professional engineer.
In addition to the application forms below, the minimum submission requirements include:
- Site plan.
- Building elevations.
- Large scale detailed plan of the proposed signage including: dimensions, sign area, copy area, changeable copy area, height, type of illumination, etc.
- Cross section of the proposed sign including anchorage and or attachments details (i.e., sign thickness, wall construction at the sign, type of bolts or screws, foundation size and depth for free standing signs, etc.).
Drawings that are signed and sealed by a Professional Engineer for freestanding and projecting signs and for canopies (including awnings) require a Schedule B for structural. Further details about the submission requirements are available on the application form provided below.
