Committees
Committees are established to assist Council and provide opportunities for public involvement in municipal matters. Committees are advisory in nature and function within the authority set out in their terms of reference or by bylaw. Citizen representatives are appointed in a voluntary capacity to bring local knowledge, expertise and experience to specific areas of civic concern. The Mayor may establish standing committees for matters the Mayor considers would be better regulated and managed by committee, and for that purpose may provide for appointment as members of a standing committee persons who are not Council members. At least one half of the members of a standing committee must be Council members. Committee meetings are open to the public, unless the topic relates to a subject included in Section 90 of the Community Charter. Committees of Council
The purpose of the multi-unit residential/mixed-use Advisory Design Panel is to provide advice to Council on matters related to the design and construction of buildings and site design within the Municipality, as referred by Council, with the objective of promoting high quality building design which contributes to the improvement of the public realm and the community.
Mandate
The panel will, consistent with the general purpose described above, undertake the following:
- Report and provide recommendations to Council on all applications for rezoning, Development Permits and/or Building Permits for the construction of multi-unit residential buildings and mixed-use buildings in excess of 470 m2 (5,059 ft2), and any other projects referred by Council.
- All site aspects of a development proposal including landscaping, site circulation, sustainability, accessibility, as well as the compatibility of the proposal with existing development in the area thereof.
- All preliminary building plans, including a floor plan, plans for elevation, cross-sections and exterior finishes and colours.
- Matters of general interest upon which Council may be required to deliberate from time to time, and including such items as fences and landscaping, and other items that the Panel, in their opinion and deliberations or observations, feels might be enhanced by their recommendations.
The Advisory Design Panel will present Council with a proposed Work Program on an annual basis for the coming year. The Advisory Design Panel will provide a progress report to Council every six months.

The purpose of the Agricultural Advisory Committee is to provide advice to Council on matters relating to agriculture in Delta.
Mandate
The Committee will, consistent with the general purpose described above, provide advice to Council on the following:
- City plans, bylaws, policies and strategies that affect agricultural lands, activity or productivity
- Agricultural drainage and irrigation issues
- Other governmental or agency initiatives or policies that affect agricultural lands, activity or productivity
- Review and assist in the implementation of the Delta Agriculture Plan and agriculture zoning as requested by Council
- Other matters as referred by Council
At the end of each calendar year, the Committee will present Council with a committee report that includes a summary of annual achievements and a proposed Work Program for the coming year.
Meeting Schedule
The Committee shall meet twice per year and/or at the call of the Chair. The Committee shall also attend an annual agricultural-focused field trip arranged by staff liaisons.

The purpose of the Board of Variance is to allow people to request relief from provisions from the Zoning bylaw should the applicant feel compliance with the bylaw would cause them hardship. A local government that has adopted a zoning bylaw must establish one or more boards of variance.
Mandate
The Board is established and governed by Delta Board of Variance Bylaw No. 7356, 2014.

The purpose of the Climate Action and Community Liveability Advisory Committee is to provide advice on climate change, community liveability and environmental considerations as referred by Council.
Mandate
The Committee shall provide advice to Council on aspects of the following:
- Measures to mitigate and adapt to climate change
- Engaging the Community with respect to climate action
- Community liveability and sustainability
- Environmental policies, environmental protection measures and plans, studies, and initiatives related to the environment
- Burns Bog Management Plan (Conservation Covenant)
- Other items as directed by Council
The Committee will present Council with a proposed Work Program on an annual basis for the coming year. The Committee will provide a progress report to Council every six months.

The purpose of the Delta Council/Delta Board of Education Liaison Committee (DCDBELC) is to provide a framework for cooperation between the City of Delta and the Delta School District.
Mandate
The Committee shall work to ensure effective communication between parties and make recommendations, and provide input and feedback to Council and the Board of Education on issues and opportunities of mutual interest, including matters related to:
- Area and official community planning
- Communication and consultation
- Accessibility
- Safety
- The environment
- Economic and promotional opportunities
- Land acquisition or disposition
- Operation of facilities, joint programs, and services
The committee respects the mandate and authority of each party as an independent authority.

Non-Voting Members (staff) to include the City Manager and Superintendent of Schools. In addition, additional staff may be appointed by Council and the Board of Education to provide professional opinions in an advisory capacity to the Committee.
The chair will rotate between each party annually, the Board of Education in odd years and the City in even years. The chairing body will administer all committee activities. Each respective party will ratify minutes.
The purpose of the Heritage Advisory Commission is to provide advice to Council on policies and development issues relating to history, heritage, conservation and preservation. The Commission is established and guided by the Community Heritage Commission Bylaw No. 6127, 2003.
Mandate
The Commission will, consistent with the general purpose described above, undertake the following:
- Identify and monitor the community’s built, natural and cultivated heritage resources
- Make recommendations regarding heritage goals, objectives and policies for the community, and their implementation
- Provide the heritage perspective on development proposals
- Encourage co-ordination of heritage conservation activities of local heritage organizations
- Undertake or support heritage-related activities authorized by Council
- Promote public education and awareness of heritage
- Advise on any other matters referred by Council

If the Commission meets six or more times per year, then the Commission shall also provide a 6-month progress report.

The purpose of the Hunting Regulation Advisory Committee is to provide advice and information to Council concerning the discharge of firearms and hunting within the city, in relation to Discharge of Firearms Regulation Bylaw No. 2155, 1974.
Mandate
The Committee will, consistent with the purpose described above, undertake the following:
- Advise on the necessity, feasibility or desirability of regulating the discharge of firearms on lands within the boundaries of Delta, and for which Council has direct responsibility. Issues the Committee may advise upon include, but are not limited to, public safety, land use and zoning changes, and conformity with provincial and federal regulations.
- Advise Council with regard to the discharge of firearms by persons engaged in farming or their agents, when firearms are discharged for the purpose of protecting livestock or crops.
- Advise on any proposals with regard to areas that may be considered as open or closed to the discharge of firearms or hunting, with primary consideration being the public’s safety.
- Maintain and promote a Code of Behaviour, as detailed in the Provincial Guidelines, for ethical hunting for hunters and other recreational firearms users in farming and wildlife habitat areas in Delta as shown on the Fraser Valley Special Area Hunting Licence Brochure.

The purpose of the Mayor’s Community Investment Standing Committee is to provide advice to Council on Delta’s community investments and corporate financial affairs.
Mandate
The Standing Committee will, consistent with the general purpose described above, provide advice to Council on matters such as:
- Corporate financial affairs (e.g., budgets, policy, fee structure, reporting)
- Implementation measures to promote industrial, commercial, and residential investment throughout Delta
- Review of financial assistance to non-profit organizations and community groups

The purpose of the Mayor’s Task Force on Diversity, Inclusion and Anti-Racism is to provide recommendations to Council on actions and initiatives to support diversity and inclusion and combat racism and discrimination at the City and in the community.
Mandate
The Task Force will, consistent with the general purpose described above and in conjunction with the work by a consultant to review the City of Delta’s policies and actions taken related to diversity and inclusion, provide advice to Council on the following:
- Recommended actions to promote anti-racism in the community
- Recommended measures to improve diversity at the City
- Recommended initiatives to increase community engagement around the issues of diversity, inclusion, and anti-racism
- Other items as directed by Council

The purpose of the Parks, Recreation & Culture Commission is to provide advice to Council and staff with respect to planning, development, use, operation and service delivery of all recreation and culture programs, civic buildings, properties, parks, open space and sport fields. The Commission is established and guided by Delta Parks, Recreation and Culture Commission Establishment Bylaw No. 5959, 2003.
Mandate
The Commission will, consistent with the general purpose described above, undertake the following:
- Follow Council approved work plans
- Ensure that community access to municipal facilities is fair and equitable
- Set service levels respecting Council approved budgets
- Determine priorities with respect to lifestyle and development expenditures for all parks and facilities
- Provide advice on heritage and cultural activities
- Make recommendations to Council on services provided by not-for-profit agencies via Fee for Service Contracts
The Commission is also responsible for developing an annual fees and charges schedule consistent with budgetary direction of Council. The Commission also facilitates requests of the Kirkland House Foundation, Delta Museum and Archives Society, Ladner Harbour Fishers’ Committee, Arts Facilitation Committee and Delta School District #37.
At the end of each calendar year, the Commission will present Council with a commission report that includes a summary of annual achievements and a proposed Work Program for the coming year. If the Commission meets six or more times per year, then the Commission shall also provide a 6-month progress report.

Committee Protocol
The Council Procedure Bylaw No. 5000, 2000 was amended on May 9, 2016. The Bylaw includes, as Schedule C, a Council Committee Protocol that defines the procedures for the establishment, meetings and reporting of committees. In addition, the Protocol provides information on the term of appointment, member attendance and conflict of interest.
