
Delta’s 2026–2030 Financial Plan delivers investments in every part of the community, responds to long-standing priorities such as sidewalks, road improvements, and upgraded amenities, maintains high-quality services, and does so with a strong commitment to fiscal responsibility.
On December 8, 2025, Council approved a 2.9 per cent property tax increase following public consultation and deliberation. For the average home assessed at $1.3 million in 2025, this amounts to an increase of approximately $8 per month in property taxes and $4 per month in utility fees.
“The budget strikes a balance between delivering the amenities and services residents rely on while recognizing the economic pressures people are facing,” says Mayor George V. Harvie. “Council is ensuring the priorities we share with the community are reflected in this budget. Investments in infrastructure, such as roads and sidewalks, will help residents and businesses move efficiently and safely. We are also advancing quality recreational facilities, supporting business growth, and delivering projects that make our neighbourhoods even more vibrant. It’s a responsible budget rooted in managing Delta’s growth and using the revenues from that growth to help minimize impacts on ratepayers.”
The 2026–2030 Financial Plan includes more than 100 projects across Delta, including upgrades to residential roads and sidewalks, industrial area bus shelters, agricultural infrastructure, sports fields and courts, and playground renewals. Key projects include:
- Ongoing Winskill Aquatic & Fitness Centre rebuild
- Annieville Park upgrades
- Fieldhouse replacements at Mackie Park and Hawthorne Park
- Ladner waterfront revitalization
- 84 Street pump station and agricultural improvements
Delta’s 2026 Operating Budget is $268.2 million, with approximately 40 per cent allocated to Protective Services. The 2026 Capital Budget totals $199.4 million, comprising $124.4 million in new projects and $75 million for ongoing work and corporate provisions. The 2026 Utilities Operating Budget is $71.2 million, supporting water, sewer, and solid waste services. The total 2026 budget is $538.8 million.
In 2025, Delta taxes and user fees remained among the lowest in the Lower Mainland. A typical household in Delta paid about $4,900 annually, compared to a regional median of $5,600.
