Lands Management

Lands Management is a division of the Corporate Services Department, responsible for managing the City’s real property portfolio, providing advice and services in respect of land development, leasing, valuation, acquisitions and disposition of real property assets.

These functions support core City operations including infrastructure projects like road and utility improvements, park expansion initiatives, and the provision of community services.

Properties for Sale or Lease

City of Delta manages its real property assets to optimize their use and maximize value to the community. This includes buying, selling and leasing land as appropriate. Proceeds from property sales are reinvested back in the community, with a portion of each sale set aside for future strategic purchases and land development opportunities. As required by the Community Charter, public notice of proposed dispositions of property and improvements is provided here in addition to acquisition and leasing opportunities available to the public.

NORTH DELTA MARKET OPERATOR – REQUEST FOR EXPRESSION OF INTEREST

The City of Delta (the “City”) is seeking to identify an individual or business to assume responsibility for the operation of a “Make it, Bake it, Grow it” market in North Delta for the 2025 and 2026 Market Seasons (June – September 2025) on Sundays that do not conflict with the Ladner Village Market.

Proposed Market Location: North Delta Recreation Centre parking lot fronting 84 Avenue and Social Heart Plaza (see below for a map sketch)

Proposed Market Dates: June 1, June 15, June 29, July 13, July 27, August 17, August 31, September 14, 2025

Proposed Market Term: initial two-year term, with possibility of term extension

The City of Delta will provide the operator with the use of the parking lot / Social Heart Plaza free of charge for the 2025 and 2026 North Delta Market Seasons. The operator will be entitled to retain the gross revenue generated from the North Delta Market, less the City’s costs to support the market (e.g., staff and equipment set up / take down, garbage removal).

Interested parties should submit an Expression of Interest that includes the following information:

  • Legal name and contact details;
  • Details of your experience operating farmers’ markets;
  • A description of your experience working with the BC Association of Farmers’ Market, including administration of its nutrition coupon program;
  • References from at least three people who can speak to your ability to successfully manage a market of this nature; and
  • Proposed North Delta Market plan – number of vendors, hours of operation, marketing plan, logistics overview.

Responses should be submitted by email to corporateservices@delta.ca by 2:00 pm on January 10, 2025. The City will commence evaluation of responses after that time and reserves the right at its sole discretion to accept or reject any responses received after that time.

Any amendments to the Request for Expressions of Interest will be posted to the City’s website at https://www.delta.ca/city-owned-property. It is the respondent’s sole responsibility to check the site for amendments and additional information.

All documents submitted in response to this request become the property of the City of Delta and may be subject to public disclosure.

The City is under no obligation to accept further information from any party following the closing date and time of the Request for Expressions of Interest.

The City reserves the right to take whatever subsequent action it deems appropriate, including, but not limited to, requesting additional detail from one or more respondent; negotiating a sole source contract with a respondent, or inviting individuals that did not respond to this Request for Expression of Interest to provide information. The City further reserves the right to conclude this process at any time and take no further action.

The City reserves the right, at its sole discretion, to review the responses and select a market operator based on its needs and on any other factors it may choose. By submission of a response, respondents acknowledge and accept this.

Respondents are solely responsible for their own expenses in preparing a submission in response to this request. The City of Delta will not be liable to any respondent for any claims, whether for costs or damages incurred by the respondent in preparing the submission, loss of anticipated profit in connection with any final agreement, or any other matter whatsoever. By submitting a response you agree that you have no claim.
