
Delta Council officially approved Delta’s 2025 Annual Report at the June 29, 2026 Regular Meeting. Prepared in accordance with the Community Charter, the report includes audited financial statements, permissive tax exemptions, and highlights the City's progress in delivering key projects and services that support a thriving, sustainable, and inclusive community.
Guided by Council’s strategic priorities, the City advanced investments in housing, recreation, community safety, infrastructure, and economic development while maintaining a strong financial position.
Build Housing & Grow Sustainably
- Expanded housing options while supporting sustainable growth across Delta.
- Surpassed Provincial Housing Targets for the second consecutive year, delivering 1,146 net new housing units and exceeding the target of 1,098 homes.
- Completed five Housing Accelerator Fund initiatives, including a Building Permit Rebate Program, funded through a federal grant, to diversify housing options and help deliver the homes the community needs.
Enhance Recreational Facilities
- Became the first municipality in B.C. to offer free recreation centre drop-in access for residents aged 0–18 through the YAK Pass, issuing nearly 15,000 passes and supporting close to one million facility visits.
- Advanced major recreation investments, including the start of construction on the new Winskill Aquatic and Fitness Centre and completion of the new track and infield at Delta Secondary School.
- Expanded recreational amenities with a new synthetic turf field at Mackie Park and completion of the Annieville Park Master Plan.
Lead Responsibly
- Engaged residents through a Community Satisfaction Survey, with 76% reporting satisfaction with life in Delta and 82% indicating they receive good value for their tax dollars.
- Expanded public engagement opportunities, gathering feedback on major initiatives including the Winskill Renewal Project, Parks, Recreation & Culture Master Plan, Ladner Village Revitalization, and Small-Scale Multi-Unit Housing.
- Strengthened sustainability efforts, earning FortisBC’s Efficiency in Action Award while planting more than 1,000 trees and distributing 500 free trees through the Planting Our Roots program.
Build an Inclusive & Safe Community
- Maintained Delta’s reputation as one of Canada’s safest communities, with a Crime Severity Index of 55.3, well below provincial and national averages.
- Advanced accessibility and inclusion through a major playground expansion at the North Delta Recreation Centre in partnership with REACH Child and Youth Development Society.
- Improved access to community spaces through facility and park washroom upgrades and the opening of the new Delta Youth Hub.
Create a More Vibrant Community
- Brought residents together through new community events, including Ladders, Lights & Loaders and DIYAfest, while signature events such as the Luminary Festival and Canada Day continued to attract larger crowds.
- Supported economic development by hosting the 2025 State of the City Economic Business Breakfast in partnership with the Delta Chamber of Commerce.
- Strengthened local commerce through popular community markets, with the Ladner Village Market attracting approximately 20,000 visitors per market and the launch of a new North Delta Farmers Market.
“The accomplishments highlighted in this year’s Annual Report reflect the dedication of Council, staff, community partners, and residents who continue to make Delta a thriving and connected community,” said Mayor George V. Pursuant to sections 98 and 99 of the Community Charter, B.C. municipalities are required to produce an annual report before June 30 each year and to make the report available for public inspection. The City of Delta’s 2025 Annual Report was made available for public inspection both online and in-person at Delta City Hall beginning June 10, 2026.
