
At the March 9 Regular Meeting, Delta Council received an update from staff on the Winskill Renewal Project, outlining the project's construction status, timelines, and more, as the new facility begins to take shape.
Crews have made significant progress on the new recreation centre since construction started in July 2025. Bulk excavation and foundation micro-pile installations have been completed within the building’s footprint. Structural foundations installation is underway, with the assistance of a tower crane that was installed in late 2025. Residents will soon start to see the outline of the building emerge, as installation of the building’s above ground structure is expected to begin in late spring 2026.
The project is currently on schedule for completion in spring 2028, with the existing Winskill Aquatic & Fitness Centre expected to close for demolition in the fall of 2027. City of Delta staff have been in close contact with facility user groups to identify and collaborate on options to accommodate programming during the closure period prior to opening the new facility.
“We are thrilled that the good weather over the winter has enabled the new Winskill facility to progress according to schedule,” said Mayor George V. Harvie. “As construction on the new recreation centre advances, we continue to get a better sense of the finished building and look forward to the value that this new shared space will bring to our community.”
Staff also provided an update regarding the surrounding U13 and U15 baseball diamonds, both of which are substantially completed and will open for use once the grass has fully established. Adjacent to the diamonds will be the new Hub Fieldhouse, containing storage facilities, public washrooms, and concession space. Staff will continue to work with the user groups to facilitate the design of the fieldhouse, which is expected to open in 2028.
