News Release: City of Delta, CUPE 454 Finalize New Three-Year Agreement

The City of Delta and the Canadian Union of Public Employees (CUPE) Local 454 have reached a new three-year collective agreement.

The agreement, ratified on March 12, 2026, includes a 3.5% increase for 2025, a 3.5% increase for 2026, and a 3.5% increase for 2027, in addition to expanded health care coverage. It replaces the previous contract, which expired December 31, 2024.

“The City of Delta is pleased to have reached a new collective agreement with CUPE 454, and we extend our thanks to the bargaining teams for their collaboration and the constructive conversations that led to this positive outcome,” said Mayor George V. Harvie. “We are incredibly grateful for our City employees who maintain our parks and roads, organize events and cultural programs, and deliver the services our residents rely on every day. This new agreement ensures that they remain supported, making responsible updates and keeping our City strong for years to come.”

“We appreciate the conversations that took place at the bargaining table and are pleased to see an outcome that respects the workers who keep the City of Delta running,” said CUPE 454 President Sam Abulail. “This agreement provides our members with a pay increase that is in line with other municipalities in our region, and acknowledges the crucial role our members play in our community. We look forward to continuing our collaboration with the City in providing the public services the citizens of Delta depend on every day.”
